This is light on science fiction and more of a military tale of how a young lieutenant has to deal with locals that are totally different from anything or anyone he's ever dealt with. Having Munoz as the ex-military civilian translator adds to the fun.
As a former military officer I enjoyed the byplay between the lieutenants and his troops, the crazy decisions he had to make, the problems he had to deal with, ethical lines he crossed and uncrossed, and keeping the troops in line.
It was a fun romp, but also a character study. Funny as hell too!
Give it a read. If you hate it you can always stop, though if your sense of humor is intact you'll probably enjoy it.

I’m looking for the not a sci-fi reader’s entry point to The Essential Ray Tabler. Is this a good place to start or should I find another?
